What size are the wires between the DC-DC converter and the pi ?

You might also want to look at the wire size feeding the DC-DC converter.

If the low voltage alarm only comes up after a few minutes of use I would check the DC-DC converter is not over heating and limiting its output.

I think you need to use a 4.7k resistor for the other resistor in the potential divider circuit.

Then try doing as I said and use a meter that way you eleminate the MCP3008 and the pi to start with and prove that the vane electronics are working as expected.

If your wind direction device is outputting 3.3v then there should be no need for any voltage division, as the MCP3008 will read a 3.3v input without any problems.

May be you should look at the guide again to see if you understand it correctly, might help if you posted a link to it here.

Right then before you can go any further with trying to figure out what is causing your problem you really need to invest in a digital multi meter.
