If it is a true "No-IR" Raspberry Pi camera, then it has had the infrared filter removed. That's all. So just figure out what filter needs to be added, and you are good.

But it sounds like you had some sort of "night vision" camera with IR lamps surrounding it. Are you sure it is a true "No-IR"?

Correct me if I'm wrong, but when connected to your local router, the IP is assigned by the router. When connected via the dongle, the IP is assigned by the ISP/cell provider.

Are you sure that they are not blocking the needed ports?

This is what they mean by emulation. Exagear is used to run X86 code on an ARM processor. With EMGUCV being open-sourced, and C#/Mono running native, why not target your build to run directly on the PI?

Just a note, most of the Arcade style games, such as those played on the MAME system, do NOT store any kind of "High Score" file. I'd look around and see if there are any local hackerspaces. I know there is one here in Louisville, KY http://www.lvl1.org/ Looks like Google says there is at least one in Nashville and one near Memphis. Hope this helps!

And a quick Google turned up MQTT for Swift as well, so there's that.

Or does Swift support a web server? Node.js, Python, etc. do. But you said you weren't interested in any other languages.

You're not going to need a "custom" RPi, but you will need some sort of RCA-to-USB video capture device. This would be a much simpler project if you went with either a USB camera or one of the RPi cameras.
