yes, I believe that is what they were suggesting - the kodi version in the buster repositories does not have the patches yet.
As LibreELEC is focused on multimedia, they add their own patches etc. for the Pi, which allows it to play 4K - currently AFAIK the only distro to allow that.

That's kind of what I am hinting at. All the documentation that I saw said that a bottleneck was slightly resolved. Still unsure what is and will be supported by the hardware. An interesting thing for German users will be that the Pi 4 has H265 hardware decode.
It will take a little while more until it comes to the desktop, but then we can actually watch German DVB-T2 on the Pi desktop!

the Bluetooth is done not in the BCM SoC, but in the WiFi / radio combi chip by Cypress. it's the same which was used on the Pi 3B+ as well, with firmware upgraded / re-certified to Bluetooth 5.

I suggest to look into Alpine Linux, if you want something which the user can unplug at will (RAM based). Concerning the possibility of Windows on the Pi 4: There is a version of Windows for ARM CPUs, which even has x86 emulation built-in.
