I've always used PPPD for different types of GSM/3G/4G modems, in the pppd config for your connection there is a "retries" value that I have usually assumed would trigger a new reconnection in case of failures. But my modems has never locked up and needed a power-cut to start working again.

I'm unsure where the "web-service" fits in. Its it a web-server you want to transfer the file to ? We need to know what protocol to use to transfer the file to the server. Is the server on the internet or on the same LAN as the Pi ? A web-service on the Pi is not something you typically would use to...

RS-485 is a physical specification for serial communication. You can buy USB-to-RS485 devices that lets you receive/send data the same way you would do with more common UART/RS232 devices.. Ahh. Datamatrix barcodes those are a bit easier to google..

Then you should first stop using the word "image", because most of us interpret that as a disk-image used to write over all the data on an SD-card including boot partition and partition-tables.

Its could also be a memory issue since the Pi also only have 1GB memory.

But the main problem is that you cant reformat a SD card while you are running an OS from the same SD card. What do you think would happen if you did "format c:" on a Windows PC while it was running.

How do you plan to implement your UI ? C++ code or program in QML ?
How is the physical screen connected to your Pi ? hdmi or SPI ?

"eglfs" will only work properly on HDMI output and the official 7" screen that connects with DSI.
