I just tried the new firmware and that fixes the problem for me (RPi4 with PoE HAT and Ubiquiti Unifi PoE 60W switch).

I tried the same SD card in a new RPi3 and this gave wlan and bluetooth right away. I retried my old RPi3 again with the same card, no wireless interfaces. So I guess my old Pi is dead. I downloaded the Jessie image from march. With this completely fresh install the dmesg still mentions "mmc1: error -110 whilst initialising SDIO card". I did some experiments with different power supplies. The power supply which I thought was good (2A) repeatedly showed 0x50000 and sometimes 0x50005 values. I also tried with the 2.5A power supply:

I tried two different scenarios for the power supply. I tried with the Raspberry Pi power supply which I ordered together with the display (which isn't attached). This power supply is 2.5A. I also tried powering the RPi 3 from a USB hub in my monitor. Powering through the monitor USB hub always work...

You cannot use the Pi camera and Pi-Noir on the same RPi. But you can of course use two RPi's.

So if you need three locations surveyed day and night you would need 6 Rpi's, three with the normal camera and three with the Pi-Noir.
