I seem to have the same problem. I think that it is a bug. How should we report it? I'm using the latest (Buster) Raspbian. I've got a somewhat similar problem. Be sure to use only the HDMI port closest to the USB C power socket (that's HDMI-0). Only one HDMI port can be used when you are trying for UltraHD at 60Hz. I just priced Allied Electronic. They estimate shipping to be US$18.50 (for 1 lb; there is no lower weight class). So Allied is out of the running. (Their web site was down for a while today.)
