Debian problems/ Raspbian

I am trying to format my 16gb Debian SD card to try and put Raspbian on it... When I go to format in windows it says that it will format it to 75mb... WTF. it is an 16gb SD card. How will I get back all of its space???

You will definetley be able to play awesome games on a emulator.
