I've had the same issue before after doing
apt-get dist-upgrade
on a fresh install but that's not explaining why selinux is trying to mount when i've not installed it or installed it as part of a requirement.

all i know is you would need something like open vpn and ensure it connects via ip and port 443 or 80 to the server at home.

this will allow some bypassing of some over protective lans

id suggest a cheap network camera and use nginx as a reverse proxy for the stream from the camera on the pi.

that or just use the standard pi with webcam and use FFMPEG to output HLS segments to a web folder.

you just need to ensure you set the IP's or IP range up correctly that are authorised to use it using the ACL's.

aslong as you limit the ip's that can use it then there should be no abuse.

i host about 5 sites on my raspberry pi2.

add some Vhosts to apache and it works wonders!

there is a config file for owncloud that only allows it to be accessed via set domains. you are best looking to ensure your no-ip address is in the config file
