With the latest Raspbian Buster and Fake KMS enabled, CPU usage of Scratch in Chromium is down to about 40% on Pi3B+.

If you enable the GL Driver on the Pi using either Fake or Full KMS and change a setting in Chromium, Scratch runs at about 60% CPU utilisation on my Pi3B+

I have had 1.14.2 running but only lasted about 1 minute before crashing.

Minecraft 1.13.2 running on Raspberry Pi

Finally got Minecraft 1.13.2 (with Optifine) running on Raspberry Pi 3B+ (using Gentoo 64bit).

I wouldn't necessarily call this playable, large swap file, lag when breaking blocks. However the fact it even runs is amazing.

It is possible, however it does push the Pi to its limits and you have to reduce view distance to its lowest setting. Maybe not ideal for viewing a city. You would also need to buy a licence if you haven’t already got one.

Did you get glxgears working?

Which Pi are you using? Are you using the latest Raspbian Stretch? Are you using the official power supply? Are you using a 1080p HDMI screen?

Not possible unless you can get LWJGL3 compiling for ARM.

Why not have your program wait for the button press. When the button is pressed turn propellor and play sound. Then loop back to waiting for button press.
