I had similar problems with that sort of hook up. Assuming you have your sd card formatted properly as above, and seated properly, try the following. Always turn your TV on first, before booting the Pi. Wait until you see "no signal detected" or similar on the TV; then boot the Pi. The times I tried...

Try a 12V to 120V power inverter? The ones that plug into a standard 12V socket have more than enough power to supply the Pi4 power supply, plus a host of other household electronics if need be.

I am assuming, since you posted this in an RPi forum, you have one. So why don't you try "gnome-disk-utilities", which creates a "disk" app in your menu.? It has a disk image create and restore function built in. Unlike Etcher you might have to uncompress an image first, but that is easy enough. Gpa...

I believe Majaro has a 64 bit Pi4 version available, though I don't know how well it works.

SD card copier partitions the target drive, then copies over the data. This allows you to copy a drive to a different sized drive, and you can use a smaller capacity drive as long as the data fits. I simply took the top off the case and turned the pi upside down on a laptop cooler pad. Powered the cooler pad fan from a usb charger. Not elegant but I hide the pi behind my monitor anyhow.
