Hi this is Eric, the WebIOPi developper.
You can use Weaved Pi installer to easily access WebIOPi from anywhere, it works very nice.
Once you access WebIOPi from your desktop browser, you can copy the address in the Dr GPIO configuration.

en effet, en aero il n'y a pas de marche arrière.
mais sur surface (autos), il y a du frein et une marche arrière

WebIOPi also provide an important devices driver library compatible with both Python 2 and Python 3 you can use in your scripts.

webiopi i2c/spi stack works with both python 2 and 3 !

you should use Eclipse on another computer with some file sharing and ssh connection from Eclipse to your Pi.
you can even remote debug with another computer.
using eclipse or netbeans on the Pi itself is a bad idea.
