Raspberry pi 3 B+ not booting

Hi.
My RPi 3B+ is not booting. The ACT light is not turning on. When I move the SD card to another RPi 3B+, it boots though.
Does this mean the RPi has failed?

That's the way dhcpcd implemented it, if you look around you can find a Debian ticket on that question (where I found the answer...) As to why, I don't know. I suppose PMTU discovery is supposed to work almost always, except towards some hosts/networks/routes. So clamping is better done on the rout...

About backup SD card

Hi

When I try backing up my Raspberry Pi SD card on to a image file on my PC, I get two drives popping up. One says "boot" another one says "Secure Digital storage device". Do I need to backup only the one that says "boot" or both?
