Many mobile network providers block incoming access. I have tested the Telenor sim card in my phone and I was able to access the mobile network from it. using the same sim card in the Huawei LTE USB dongle would be a different case/method? One thing here is, as I have the Raspbian stretch Lite version running on my pi I do not have access to the desktop version of the pi.
