prepending your configure line with CFLAGS="-I/opt/vc/include" should fix your problem.

Thanks ghans, Boooting in anything under 10 seconds will be fine for this application, I'd rather write it in a high level language, preferably with an easy to learn IDE If I can access openGL without X, that could be the way forward....
