The monitor is claiming to support 4K so that will end up being the preferred mode. As a quick hack you can filter out modes by pixel-clock e.g. to limit to HD try adding the following to config.txt

hdmi_pixel_freq_limit=200000000

Do you see any green LED activity immediately after power-on ? Please also try booting powering on with the sd-card removed and monitoring the green LED.

On the Pi that is frozen at the bootloader splash screen try updating the bootloader

and installing a fresh copy of Raspbian Buster on the sd-card. That should give you consistent OS + firmware

If the SD-power supply was damaged then it could stop the ROM or EMMC from running. It doesn't look like an EEPROM failure, possibly a fault with the SD interface. The updater needs a newer version of the VideoCore firmware than the launch version in order to do the update. If you have the original download from July then the first reboot updates the VideoCore firmware and the second updates the bootloader. The extra reboot is a one off event

The pixel frequency is used by the firmware and KMS to filter HDMI modes. Something like this would filter out 4Kp30 but you may want to tweak it according to the set of < 4K modes that you want to enable

Could be a power supply issue. It might be worth trying arm_freq=600

If that gets into a console then enable ssh and see if you can login when arm_freq is normal.

You could also try forcing a HD resolution to see if it's related to HDMI mode switching
