At your load levels the 3P+ won't be running at 1400Mhz anyway, the "slow" speed is 600Mhz. I think you could make the most difference by using a case with better ventilation. I've done a simple test with mine and having some air flow over the CPU and USB/Ethernet connectors made quite a difference...

I think this is a pretty old old problem that has been haunting Linux users. I know there are some ways to fix, although not sure about Raspbian, try this link, you may find a solution:
