AFAIK, SD card seems to be the most logical route unless someone else would like to correct me on this.

I presume, you have installed your selected OS on SD card. Boot sector of the SD card is normally accessible from Windows, so you can edit file config.txt. What you maybe need? Raspberry is open source and customizable, free,doesn't rely on Win computer connection, has an ever-ready community whenever you need support, so of course I'd go for Raspberry. The case for Win is very selective while the possibilities for Raspberry are endless.
