I leave what I found just in case..

First, check the process using sound device - in my case still python was occupying

Kill the process then I didn't need to reboot. Though still I have no idea how to prevent it within python script..

Does "ping 8.8.8.8" work? If not, I suspect Google's DNS is being blocked too. Try one of the other DNS services, like OpenDNS and see if that works, otherwise try and route DNS via your VPN and your local system.
