This sounds like a problem where either the person in question either does not own the network, have access to control it or is not allowed to be doing such things from the network(s) being used. I use a service on windows called Hamachi this basically makes a virtual vpn and my friends can connect ...

Thanks for all your help guys was in a serious car collision the other day and have been visiting family in the hospital and am happy to say they got off with minor injuries, in a hotel until they are discharged will be getting back to this project within the next few days.
