I answer my own question, I was able to use multiple USB Bluetooth dongles at the same time to connect more devices using python with pybluez

Hi. With Ubuntu mate with bluez 5.41 it works. (Until now, I'm able to scan with multiple dongles) Im working in the connections.
Surely the problem is bluez 5.23.

Pybluez will not create a virtual serial port. You'll need to use rfcomm for that. If you like, you can run rfcomm from a systemd unit at boot time.
