Is an OS distribution basically just a filesystem dump?

I want to create a custom distribution. Not a custom installation, but rather a distribution I can put on my website and have people download. What are the steps in making that happen? Is it enough to just do some configuration, clean up after myself, and dd the filesystem out over the network?

Sure enough, it's a corrupted SD card. I restarted and fsck started freaking out.

I'm building a kernel from scratch, and for various reasons I need to be able to debug with a monitor attached.
