I've been trying to do this with a Samsung SPF-83H which has the ability to function as a USB monitor out of the box in a Windows environment. But so far I have had no luck. Has anyone else out there done this?

Same here with a GE wireless KB/Mouse set. It happens whether plugged directly into the RP or plugged into a powered hub. I have noticed that it seems to happen less the faster I press the keys. I tried connecting both locally and remotely. I figured out the problem though. Turns out my partition filled up while doing the webmin install but it acted like it finished successfully anyway.

I ended up growing my partition and reinstalling webmin and now it works fine.

So, I've installed Webmin per the instructions above, and it appears to be running. But I can't connect to it. I get a connection refused message when I try. Any idea what might be causing this?
