Consider dual role does not work and get 1 USB adapter.
Or try making it work, and when it proves insufficient, get 1 USB adapter.
AFAIK, WiFi AP+STA is not a published feature of Pi3 nor any other Pi so far.

Did you update and upgrade with apt?
Since the initial image was released some fixes have been rolled out. Perhaps some related to networking?

Yep that looks like it. I expect that if instead of unplugging the cable you “ip link set eth0 down; sleep 1; ip link set eth0 up” dhcpcd should receive the message and try a renew. Perhaps another (ludicrous) workaround could be to set eth0 alone in a bond0 interface, deactivate the standard link s...

Moi j’ai mis en place un VPN bridgé (openvpn, client chez elle, serveur chez moi), j’ai un bout de son réseau chez moi isolé dans un VLAN (chacun chez soi qd même...) En cas d’avis de tempête je bascule mon desktop sur le VLAN en question, il chope une adresse sur son réseau et on peut faire partage...

On Raspbian Buster do not use /etc/network/interface

The “pre-up” bit is a keyword valid only in /etc/network/interfaces. Since the use of that file is deprecated, do not concern yourself with it.

You can add command “iptables-restore < /etc/iptables.rules” in file /etc/rc.local to get the iptables rules restored at boot time.
