I suspect this may be a larger problem than first thought as I'm having issues on a brand-new MicroSD card with the official RPi power supply (2A at 5V).

Not having CONFIG_MMC_SDHCI_BCM2708 defined in .config could cause this problem. (It will also cause a kernel that can't access the sdcard...) Yup, looks like I had that option disabled. I had the same issue. I think the problem is that we were both attempting to resize the partition immediately after dd'ing the image to the SD card. Remove and re-insert the SD card so your OS can re-read the partition tables correctly before running [g]parted. Worked for me! I imagine partprobe mig...
