python3-scipy vs scipy

Basic Questions from a new user:
What is the difference between python3-scipy and scipy?
If I have python3-scipy installed do I need to install scipy?
Do the same commands work for both or do they require different commands?

Unzip userland-master

Using Raspiand on RPi0W.
When I try to unzip userland-master.zip to /opt/vc I am told I don't have permission to do this. What do I need to do to get permission to do this?

Local User Community

Is there any way to get contact info for other RPi users in my area? Having a local community as a resource would be helpful.
