Just an update on this... I decided to turn this into a mini-project. Since these Pis run headless, I bought a little Pi OLED display from Adafruit (https://www.adafruit.com/product/3527). I have not suffered this with my pi 4 on buster , I often pull the LAN cable when testing software and I have always found my pi will reconnect. You could try a fresh download and install of buster just in case its a problem with your image. if you still suffer problems then you could just run this...

I use one to capture/download some radio show podcasts which are then uploaded to my Dropbox account. And then I listen to them on my iPhone. It’s all totally automated, driven by some shell scripts and cron. And in some cases I use a SQLite database to keep track of which shows have been downloaded...
