Cooling Fan for the RPi4

Does anyone know of a reliable cooling fan for the RPi4 - and one that allows a HAT to be used?.
SEEED offer a rather magnificently large cool tower but something smaller is required.

I have heard this could well be a system error...but I have no proof of this.

I have this "mmal: mmal_vc_component_enable: failed to enable component: ENOSPC" now of two RPi with the latest strech updated as of 21.3.2019

One Makler I know has dropped it and is using SQLLITE.
