Easiest way is probably to use WinSCP software on your laptop to transfer files over ssh protocol.

You could also use something like google docs to save text files in the cloud and download them onto your Pi.

By the way you can try installing Chromium 45 if you have the newest Raspbian Jessie.

You can definitely do all of this on a single networked Raspberry Pi running raspbian.

The most popular linux distribution for the RPi, Raspbian, has OpenCV packages available to install. It should be as easy to implement as on any other linux system (although there are limits to the Pi's CPU processing power).

When you're logged in with VNC, what user are you? Type the command "whoami" on the command line. If your user is "pi" then you have the same permissions as if you logged into your pi locally.
