I'm currently working on using my pi as a timelapse camera that's aimed at the mountains where I live. After it takes the photos and stitches them to an mp4 file it will automatically upload to Twitter. So far I don't know what I'm doing but I'm loving the learning process.

Unless you know for certain that what you have downloaded is an installable package, trying to use apt-get tools is probably not appropriate. Once you step away from such packages nothing is certain any more: there should be instructions for installing at the place you obtained the downloaded file....

1. When you install packages, you don't normally include the compression/archiving suffix. Thus, you're really looking for "uplink". 2. Neither. It generally indicates they're made for Intel & co processors. They're not compatible with the Pi's ARM processor.
