What version of Windows are you using? Win7 32-bit SP1 (I think it's SP1?) Are you sure you correctly added dtoverlay=dwc2 as a new line in config.txt, and modules-load=dwc2,g_ether to the end of the line in cmdline.txt? Virtual Gamepad on FBTFT

Is there a program that will make a virtual game pad (with customization like macros for the resistive screen) overlay on a full screen program on a FBTFT device whilst an emulator like gngb, etc. is running? This is mainly to reduce my project's cost whilst still providing controls.

We can't really help you if you don't show or tell (preferably show) how you're hooking it all up. Are you sure the pin is configured to be an output?

EDIT: Perhaps the pin is set a PWM (Pulse Width Modulation) with a low duty cycle. That would explain it.

Have you tried https://www.sdcard.org/downloads/formatter_4/
If not,
1) Wipe card with tool provided;
2) Unzip NOOBs to the sd card; and
3) It should now work.

A few things to remember; LEDs are polarized, include a resistor when using LEDs, double/triple check connections.
Are you going 3v3->led+resistor->gpio(active low) OR gpio->led+resistor->gnd(active high)? A circuit diagram or textual explanation would be nice.
