You are unlikely to be able to power 2 x 2.5"HD directly from your pi as you only have 1.2A max shared across all the USB ports. I'd definitely be first in line to buy a Pi A with 512MB RAM and/or a Pi Zero with camera connector... As long it is smaller than Pi B/B+/B 2, has 512MB RAM and camera connector I'm in.

You can run OpenVPN over TCP port 80 then it's virtually indistinguishable from zipped HTML content. I've never tried it so you'll need to search around with Google for that.
